This report updates Cabinet on the Secretary of State's decision of 16 July 2026 to implement a modified two-unitary model for East Sussex and Brighton & Hove, under which a new East Sussex Council would cover Eastbourne, Hastings, and the remaining areas of Lewes, Rother and Wealden. p3
