Services changing

Council papers proposing to close, cut, change the hours of, transfer or recommission a service people use, such as a library, a leisure centre, public toilets, a day centre or a youth service, with what each report recommended and what the minutes record.

10 papers listed; 6 agreed, the minutes record. A proposal in a paper is not a decision: “proposed” means a report recommends it, and only the minutes record what was agreed. Budget papers often list many savings at once, so follow the link to the paper for the detail.

How a paper gets on this list

A report to Cabinet, a Lead Member, Full Council or the Charity Committee is listed when its title, or one of its recommendations, names a change (“closure” · “opening hours” · “cease” · “decommission” · “transfer” · “recommission” · “reduce” · “withdraw”) and a service (“library” · “leisure centre” · “public toilets” · “day centre” · “youth services” · “children's centre” · “care home” · “household waste recycling site” · “bus services” · “school transport” · “community centre” · “museum” · “visitor information” · “advice services” · “street cleaning” · “lifeguards”) together; or when it is a budget's savings proposals (a paper titled “Savings”, or a title or recommendation saying “savings proposals”, “service reductions” or “identify savings”). A budget-setting report (not a monitoring report) whose text uses those words is listed as “budget savings”, with that sentence quoted. Planning applications are left out. Hastings Borough Council's papers are all Hastings. A county council paper is listed only when it names Hastings or St Leonards, or when it is about a service the county runs across East Sussex (advice services, bus services, care home, children's centre, day centre, household waste recycling site, library, school transport, youth services) or the county's savings, and names no other East Sussex town. Each entry shows the words that matched, and the council's own paper is the record.
