Most planning applications in Hastings are decided by council officers. The ones that go to the Planning Committee come with an officer's recommendation; the committee then decides. Here are both, side by side, for every application on the record that went to committee.

How this page is made

The officer's recommendation is the cell headed "Recommendation" in the report's opening table, quoted as printed. The committee's decision is the resolution the minutes record after the application's reference number, quoted as printed; its one-word label (Granted, Refused, Deferred) comes from the resolution's own words. We say a decision went the other way only when one side is a grant and the other a refusal. Deferrals, conditions and anything we can't read either way are shown but not counted as different. Votes are quoted as the minutes give them. Nothing here is a model's reading: it's rules on the council's own formats.
