- p52. Proposed development Planning permission is sought for the erection of a detached three-storey three-bedroom dwelling with associated access, parking, landscaping and other ancillary works. The proposal would involve the demolition of the two existing garages fronting Nelson Road and the formation of two off-street parking spaces accessed via the existing vehicle crossover. The dwelling would be constructed into the sloping site, presenting as a three-storey building when viewed from Nelson Road and as single-storey when viewed from Milward Road, with accommodation stepping up the site in response to the site's topography. Private amenity space would be provided to the rear, together with areas of landscaping and biodiversity enhancement. The proposal also includes associated retaining structures, drainage works and surface water attenuation measures.
- p82The Council cannot currently demonstrate a five-year supply of deliverable housing sites. In addition, as the HDT measurement is below 75%, Annex D of the NPPF confirms that an evidenced unmet need for housing is deemed to exist for the purposes of Policy S5(1)(j).
- p83The provision of 1 no. additional dwelling would modestly contribute towards meeting the Borough's evidenced housing need and is therefore a benefit to which substantial weight is afforded. The scale of that contribution is taken into account in the overall planning balance. The benefits and adverse effects of the proposal are considered in the sections below and brought together in paragraph 6 (Conclusion) of the report.
