  • p37"The Environment Agency’s flood map for planning projects indicates that, due to climate change, the site will be classified as Flood Zone 2 or 3 during the 2080s epoch (2070 to 2125). In contrast, Section 8 (8.03) of the submitted FRA report stated that “… the proposed dwellings are indeed in Flood Zone 1 – an area of low risk from fluvial or tidal flood for the present day, and in the future, taking into account climate change, as demonstrated in this report the submitted report identifies the site as being within Flood Zone 1.” This discrepancy should be resolved, and the projected future flood risk for the site should be incorporated into the FRA report. The Finished Floor Level (FFL) of the proposed development should be established at a minimum of 600 millimetres above the estimated maximum flood level at the site." The second condition requires the submission of a "build over" agreement from Southern Water due to the proposed parking area being located in close proximity with the Southern Water public surface water sewer system and above the existing public foul sewer system. · Environment Agency: No objection subject to the imposition of a condition requiring that the development be carried out in accordance with the submitted Flood Risk Assessment (dated 15 September 2025), including compliance with the FRA's recommended mitigation measures.
