- p718. Hastings Borough Council Local Plan – Publication (Regulation 19) and subsequent Submission (Regulation 22) The Cabinet considered a report of the Deputy Chief Executive and Director of Place seeking approval of the Pre-Submission Local Plan for publication under Regulation 19 and subsequent consideration by Council. Officers outlined the extensive programme of evidence gathering, consultation and engagement that had informed the preparation of the Local Plan. Members noted that the Plan would provide the strategic planning framework for the borough and guide future decisions relating to housing, employment, regeneration, infrastructure and environmental protection. Cabinet discussed a range of issues including housing need, affordable housing provision, environmental and ecological impacts, green space protection, infrastructure requirements, flood risk and the proposed traveller site allocations. Members also acknowledged the significant level of public interest in the Local Plan and the importance of the forthcoming Regulation 19 consultation in enabling formal representations to be made on matters of soundness and legal compliance. Cabinet recognised the considerable contribution made by residents, community groups, consultees, councillors and officers throughout the preparation of the Plan. Councillor Mark Etherington proposed and Councillor Glenn Haffenden seconded the recommendations. RESOLVED (unanimously): Cabinet is asked to recommend to Council that: 1.The Pre-Submission version of the Hastings Local Plan and the accompanying Sustainability Appraisal and Habitats Regulations Assessment is approved for publication for a six-week period for formal representations on matters of soundness and legal compliance. 2.Authority be delegated to the Director of Place, in consultation with the Lead Councillor for Planning, to make any necessary editorial changes, non-major amendments, formatting or presentational amendments necessary prior to publication.
