The closing CFR showed an under-borrowing position of £112.919m, compared to the original estimate of £70.000m under-borrowed. The strategy throughout the year forecast that the level of reserves and balances in the medium term would allow for internal borrowing (using internal resources such as useable reserves or temporary working capital) to support the capital programme. Therefore no new long-term external borrowing was undertaken during 2025/26 in support of the strategic decision to delay borrowing whilst interest rates remain elevated. New borrowing will be considered in the context of the wider treasury management position and economic environment during 2026/27.
