Full Council will meet on 23 September 2026 to consider a range of items, including the Hastings Borough Council Local Plan Publication and Submission, a National Scheme of Delegation for planning functions, and a Constitution Review of statutory officer roles and emergency powers. p1p5p6p7

Members are asked to change the date of the Full Council meeting currently scheduled for 18 November 2026 to 9 December 2026, to allow more time for the Local Plan Regulation 19 consultation process. p9

The agenda also includes a Treasury Management update for the first quarter of 2026/27 and reports of recent Cabinet decisions. p8p11

A motion has been proposed in support of the work of the RNLI, referencing abuse directed at lifeboat crews and calling on the council to write a letter of support to the RNLI and issue a public statement. p12

• p910. Council Meeting 2026/27 Request to Reschedule Full Council Meeting A request is made to Full Council to move the meeting currently scheduled for 18 November 2026 to 9 December 2026. This request is being made because of the timetable for the Local Plan Regulation 19 consultation. Additional time is required to complete the consultation process, consider any responses received, and prepare the supporting reports and documentation for Members. Moving the meeting to 9 December 2026 will help ensure that councillors have all the necessary information available to them and sufficient time to consider the matter before any decisions are taken. Full Council is therefore asked to approve the change of meeting date from 18 November 2026 to 9 December 2026.

Motion (Rule 14) Proposer: Councillor Kean Motion: In support of the work of the RNLI in light of the attacks on its lifeboat crews and their families over the rescue of drowning people attempting to cross the Channel through people smugglers: This council notes: 1.The appalling online and in person abuse of lifeboat crews and their families by right wing protesters along the south coast of England, including Sussex and Hastings 2.The debt owed to lifeboat volunteers by Hastings’ swimmers and sailors – though the RNLI doesn’t publish statistics for individual stations, altogether it has saved about 150,000 lives in the last 180 years, as well as our own Hastings station taking part in the Dunkirk evacuation. 3.The calls by far-right extremists for the RNLI to be starved of funds and for it to end its policy of rescuing all those in distress at sea “ without judgement, fear or favour”. 4.That Sussex police are now investigating the threats made by individuals against our brave lifeboat men and women – all of whom are volunteers ready to risk their lives to stop people drowning. This council resolves to request the council: 1. Write to the RNLI chief executive Peter Sparkes a letter of support in which we state our gratitude to and support for their volunteers and our abhorrence at these unwarranted attacks. 2. Issue a public statement to the press of the council’s support for the RNLI and reiterate Hastings’ status as a town of refuge, where all who are rescued from downing, be they local sailor or asylum-seeker forced by the lack of legal routes into the hands of people smugglers, is welcome and can feel safe.
