The amendment would replace a call for the Leader to publicly condemn all forms of political discourse that inflame hatred and encourage racism with a call to publicly support freedom of speech within the law and the right of peaceful protest, so long as these do not encourage or condone violence or inflame racial hatred against any racial, ethnic or religious group. p2

It would also reword a call about misinformation so that it condemns all misinformation and statements, whether by elected representatives, residents or others, calculated to encourage or condone violence or inflame racial hatred of any kind, including anti-semitic or Islamophobic statements. p3

The reminder to abide by the spirit and the letter of the Code of Conduct and the Nolan principles would apply to elected representatives rather than councillors. p4

A further change would ask officers and elected representatives to listen to and consider the fears and concerns of all local residents and to work together to ensure their safety and security. p5
