  • p3K ey cross cutting programmes P rocurement Procurement, contract and supplier management activities The Council has spent £423m with local suppliers over the past 12 months. This equates to 63% of our total procurement spend, which meets our target of 60%. 1,409 local suppliers were used. The Procurement team continues to promote our contract opportunities to local suppliers, as well as building local supply chain opportunities into our tenders where possible. Social Value A number of contracts that commenced in 2025/26 secured significant social value commitment, including: · East Sussex Warm Home Check Service: The successful supplier committed to a Social Value offer of £314k over the initial 2-year contract term (57% of contract spend). Social Value benefits included: spend through local supply chains, including voluntary and community groups, and a commitment to support local people to achieve service relevant NVQ level qualifications. · Skills Bootcamps: 13 contracts for flexible, short vocational courses designed to improve the skills of the workforce in key sectors were awarded. They are offered to adults aged 19 and over. The successful suppliers committed to a social value offer of £670k (37% of total contract spend). Social Value benefits included: training and development opportunities to local businesses, apprenticeships, work experience, local employment to deliver the contract, business support and advice, volunteering, employability support, facilities offered to local voluntary and community groups, career awareness programmes and jobs for the long term unemployed. · Contractor for the construction of the Exceat Bridge Replacement Scheme: the successful supplier committed to a Social Value offer of £1.5m over the 2-year contract term (14% of contract spend).
  • p24The Council’s total Scope 1 (direct) emissions and Scope 2 emissions (indirect from purchased utilities) for Q1-Q3 2025/26 (reported a quarter in arrears) saw a 23% reduction compared to Q1-Q3 2024/25, and a 52% reduction compared to the same period in the baseline year 2019-20. Until all relevant data has been received, some uncertainty remains around the forecast annual outturn for 2025/26. As the weather was slightly warmer over the period January to March 2026 compared to 2025, a reduction in gas for heating might be seen. Despite this progress, we do not expect to achieve the current target of a 57% cumulative reduction against the 2019/20 baseline (ref i) .
  • p54SEND Provision – slippage of £0.782m (ref x) . The agreement with London & South East Academy Trust to provide Alternative Provision at a new Hastings site will not now be signed until 2026/27 and so expenditure will slip to 2026/27 (£0.600m). Works on other SEN provision has been slower than anticipated, so slipping spend to 2026/27 (£0.190m across several projects).
  • p57Finally, there is further slippage of £0.726m on the Hollington Youth Centre (ref xiii) . Onsite conditions and weather have slowed the programme. Budget is on track overall. Measures marked carry over: Priority – Making best use of resources now and for the future
