  • p108- - Total Funding 97,978 97,978 0 - - - Treasury Management The Treasury Management Strategy, which provides the framework for managing the Council’s cash balances and borrowing requirement, continues to reflect a policy of ensuring minimum risk, whilst aiming to deliver secure realistic investment income on the Council’s cash balances. Cash investment balances as at 30 June 2026 have fallen by 52% in 1 year, from £137.2m at Q1 2025/26 to £65.5m at Q1 2026/27. The average level of Council funds available for investment purposes during Q1 was £34.9m. The total amount received in short term interest for Q1 was £349k at an average rate of 4.01%, compared to £527k at an average rate of 4.19% for Q4 2025/26. The Bank of England Base Rate during Q1 remained unchanged at 3.75%. During Q1, no fixed term deposits with local authorities or banks were placed. The investment strategy adopted in previous quarters, which focused on ‘laddering’ deposits, has resulted in a steady and well‑balanced maturity profile. However, during Q1, short‑term borrowing was required to manage in‑year cashflow pressures. This borrowing was sourced from the local authority market via a Council approved broker. The total cost of this short‑term borrowing was £25.5k, incurred at an average interest rate of 4.18%. All short-term borrowing was repaid before 30 June 2026. Cashflow is monitored through a rolling 24 month forecast. Current projections assume that once our existing investments mature these will not be reinvested for a fixed term, with funds instead remaining instantly accessible, which will help manage cashflow. The Council’s external debt, totalling £198.1m at Q1, is held as long-term loans and is fully with the Public Works Loan Board (PWLB). A £2m loan with the PWLB matured on the 30 June 2026, at a rate of 7.125% and no further long-term borrowing was undertaken in Q1.

ASCH client debt continues to be the Council’s largest area of debt collection activity. While recovery can be protracted due to the complexity and sensitivity of individual circumstances, the reduction in aged debt demonstrates the positive impact of ongoing improvements to the collection and recovery of ASCH client contribution income following a strategic review of the end-to-end income collection and debt recovery process. The earlier issuance of payment reminders, implemented during Q1 as one of the recommendations arising from the review, has supported more timely engagement with service users, enabling non-payment to be addressed more promptly.
