The Board recommends the Council develops a prosecution and enforcement policy in the next 12 months, for use where there are repeated significant failures or breaches of permit conditions, particularly should there be instances of utility companies failing to adhere to accessibility obligations.

Individual briefings are provided to utilities, and progress is monitored through a standing agenda item at the quarterly Coordination and Compliance Meetings attended by all utility partners and local authority representatives. The success of the approach will be regularly reviewed, with reports produced where required. ESCC bus service representatives are also involved in these meetings to support coordination and minimise disruption to the travelling public.
