To provide a clear and coherent policy position, the Council is therefore asked to consider the October 2019 resolution, including the declaration of a Climate Emergency and the commitment to achieve carbon neutrality from the Council’s activities as soon as possible and by 2050 at the latest, in this context. This does not affect the Council’s statutory obligations or prevent continued action that reduces emissions, protects the environment, improves resilience, delivers value for money or supports the efficient provision of services. 3.7 It is recommended that Cabinet request that the draft policy, policy measures and impact on the 2019 Council Declarations be considered by Scrutiny and that its views be reported back to Cabinet and then the County Council for final decision. Any report from Cabinet to the County Council will explain how the Scrutiny Committee’s comments have been considered. As the Scrutiny Committees determine their own work program this will be a matter for them as to whether they wish to consider the matter. Should they not wish to consider the matter then a report will be brought back to Cabinet with an update. 3.8 No decision to adopt the draft Policy is being sought at this stage. An Equality Impact Assessment will be developed as part of the further consideration of the proposals, informed by Scrutiny’s consideration.
