  • p17The incident was incredibly distressing. We believed an event of this seriousness would result in a thorough investigation and significant consequences before the premises resumed trading. Despite the seriousness of what had occurred, we were shocked and extremely demoralised to find the restaurant opening within days of the incident and before Environmental Health had begun their review. We received no communication or reassurance from the operator and were left with very little confidence that lessons had been learned or that our safety had been properly considered. When we enquired as to why the restaurant was allowed to reopen we were told that as the generator had been removed it was now safe. In our view it's not the generator that is the problem but the neglect, oversight and carelessness of the restaurant management who decided to operate it in these circumstances within a commercial premises directly beneath a large residential building. The potential consequences were extremely serious and this incident has fundamentally undermined our confidence in the management’s ability to operate the premises safely. We understand that Environmental Health’s investigation into the incident remains ongoing.
  • p78Based on the sustained pattern of nuisance, repeated breaches of licence conditions, the failure of previous interventions to secure lasting compliance and our serious concerns regarding public safety, we do not believe Grand Pera has demonstrated that it can uphold the licensing objectives. We therefore ask the Licensing Committee to consider revocation of the premises licence, or such other measures as it considers necessary to ensure that the licensing objectives are properly upheld and residents are protected from the continuation of these problems.
