Conditions attached

The decision notice on the council’s file (published Tue 15 Sep 2026) attaches 21 conditions. In the council’s words, each with the reason it gives:

  1. Time limit to start
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
  2. Built to the approved plans
The development hereby permitted shall be carried out in accordance with the following approved plans: SD-2458-02F, SD-2458-01J
  3. Biodiversity and ecology
Within the first planting season following occupation of the development, and thereafter at years 5, 10, 15, 20, 25 and 30, the site owner (and any successor in title) shall submit to the Local Planning Authority a brief photographic record and written confirmation demonstrating that the approved tree planting of 7 no. fruit trees and 1 no. Oak tree has been implemented and is being maintained in accordance with the approved Biodiversity Gain Plan. Any trees which die, are felled, or become seriously damaged or diseased within this period shall be replaced in the first available planting season with specimens of the same species and size (at the point of loss and as can be reasonably expected without increasing risk of establishment), unless otherwise agreed in writing by the Local Planning Authority. Where poor tree condition including damage or disease is a contributing factor to loss, then the reasons for this must be rectified before planting e.g. improved soil conditions, increased tree pit size, better tree protection.
  4. Trees and landscaping
No development shall take place until temporary protective fences to safeguard the trees and/or hedges to be retained on the site have been erected in accordance with the current BSI 5837 standards and to the satisfaction of the Local Planning Authority, which is to be confirmed in writing. All such fences shall be kept in a sound, upright and complete condition until the development has been completed and/or the Local Planning Authority confirm in writing that the works have been sufficiently completed for the fencing to be removed.
  5. Biodiversity and ecology
No development shall take place (including any demolition, ground works, site clearance) until a single document comprising a ‘lighting design strategy for biodiversity’ and method statement for the protection of dormice, great crested newts, reptiles, badgers, foxes, breeding birds and hedgehog has been submitted to and approved in writing by the local planning authority. The lighting strategy shall show how the three proposed external lights will be installed (through the provision of appropriate technical specifications) so that it can be clearly demonstrated that best practice Guidance Note 08/23 has been followed and the spill onto the site’s boundary woodland is minimised. To minimise any indirect impacts to bats (and other protected species) this requires downward facing light units with cowl/shield to minimise upward glare and bulb with colour temperature of no greater than 2700Kelvin. The content of the method statement shall include the: a) purpose and objectives for the proposed works; b) detailed design(s) and/or working method(s) necessary to achieve stated objectives (including, where relevant, type and source of materials to be used); c) extent and location of proposed works shown on appropriate scale maps and plans; d) timetable for implementation, demonstrating that works are aligned with the proposed phasing of construction; e) persons responsible for implementing the works; f) initial aftercare and long-term maintenance (where relevant); g) disposal of any wastes arising from the works. All external lighting shall be installed in accordance with the specifications and locations set out in the strategy, and these shall be maintained thereafter in accordance with the strategy. Under no circumstances should any other external lighting be installed without prior consent from the planning authority. All works shall be carried out in accordance with the approved details of the method statement.
  6. Biodiversity and ecology
Prior to the commencement of any site clearance or construction works, including the movement of machinery and storage of materials, a detailed Ecological Mitigation and Protection Plan must be submitted to and approved in writing by the Local Planning Authority. The plan shall ensure all activities are undertaken in compliance with the recommendations of the Ecological Constraints and Opportunities Plan (Future Nature Consulting; 25 August 2025), including: i) The precise demarcation of a Construction Exclusion Zone (CEZ), preventing all access, storage and works within the adjacent Wishing Tree Local Wildlife Site and Ancient Woodland boundaries. ii) Details of the phased vegetation clearance strategy and the ecological watching brief to be maintained by a suitably qualified ecologist during this work. The works shall then be carried out in accordance with the approved details.
  7. Parking, access and cycles
The development shall not be occupied until visibility splays of 2.4m by 70m are provided in both directions and maintained and retained thereafter.
  8. Parking, access and cycles
The development shall not be occupied until the parking area has been provided in accordance with drawing no. SD-2458-01J, and the area shall thereafter be retained and maintained for that use and shall not be used other than for the parking of motor vehicles.
  9. Parking, access and cycles
The development shall not be occupied until the cycle parking area has been provided in accordance with drawing no. SD-2458-01J, and the area shall thereafter be retained and maintained for that use and shall not be used other than for the parking of cycles.
  10. Parking, access and cycles
The development shall not be occupied until a turning space for vehicles has been provided and constructed in accordance with drawing no. SD-2458-01J, and the turning space shall thereafter be retained for that use and shall not be obstructed at any time.
  11. Biodiversity and ecology
Prior to first occupation of the site, all ecological enhancement measures and/or works shall be carried out in accordance with the details contained in Table 2 and Appendix 2 of the Ecological Constraints and Opportunities Plan (Future Nature Consulting, 25th August 2025 Rev 0) as already submitted with the planning application and agreed in principle with the local planning authority prior to determination. This requires 4 No. tree-mounted bat boxes in trees along the southern boundary of the site, 2 no. tree-mounted bird boxes on trees within the site and 2 no. log-piles on the south-facing slope of the embankment along the southern boundary of the site. The ecological enhancement measures shall then be maintained and retained for the lifetime of the development.
  12. Drainage and flooding
Prior to occupation of the development hereby approved, evidence (including photographs) shall be submitted for written approval by the Local Planning Authority. The photographs should show that the proposed drainage system has been constructed and placed as per the final agreed details within the documents titled Drainage Statement [name removed] of Solar Array & Water Collection Structure (Drainage Plan). The drainage system shall then be maintained and retained for the lifetime of the development.
  13. How the building or land is used
Prior to the first occupation of either residential pitch, the access track shown on drawing no. SD-2458-01J shall be completed in full accordance with the approved details. The access track shall thereafter be retained and maintained for its intended purpose in accordance with the approved details.
  14. Parking, access and cycles
Prior to first occupation of the development hereby approved, the proposed parking spaces shall be built in accordance with drawing no. SD-2458-01J, and each parking space shall each measure at least 2.5m by 5m. Where parking spaces are positioned adjacent to hedgerows, fences or walls, an additional clearance of at least 0.5m shall be provided. The parking spaces shall thereafter be retained and maintained in accordance with these approved details.
  15. Parking, access and cycles
No loose material associated with the access track or hardstanding shall be deposited or placed within 5 metres of the maintainable highway boundary.
  16. Trees and landscaping
All arboricultural measures and/or works shall be carried out in accordance with the details contained in the Arboricultural Report (Mayhew Consultancy; October 2024) as already submitted with the planning application.
  17. How the building or land is used
The site shall be used for no more than two pitches for occupation by Gypsies and Travellers only, as defined in the National Planning Policy Framework (2026) (or any document revoking or re-enacting that definition). No additional pitches shall be created, and the site shall not be subdivided or otherwise intensified in its use without the prior written permission of the Local Planning Authority.
  18. Bins and recycling
Prior to first occupation of the development hereby permitted, the bin storage area shall be implemented in accordance with drawing no. SD-2458-01J. The bin storage area shall thereafter be maintained and retained for the lifetime of the development.
  19. Trees and landscaping
All planting shown on drawing no. SD-2458-01J shall be carried out in accordance with the submitted Planting Scheme (March 2025). The planting shall be undertaken during the first planting season following completion of the access track. Any trees, shrubs or hedging plants which within a period of 5 years from the date of planting die, are removed, become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species unless otherwise agreed in writing by the Local Planning Authority. The landscaping shall thereafter be retained and maintained in accordance with the approved Planting Scheme and drawing no. SD-2458-01J for the lifetime of the development.
  20. How the building or land is used
The two touring caravans shown on approved drawing no. SD-2458-01 J shall not be occupied for residential purposes at any time whilst stationed on the site, whether as independent accommodation or ancillary accommodation of the permitted pitches.
  21. How the building or land is used
Prior to the first occupation of either pitch, the compost toilet shall be installed and made operational in accordance with the details submitted with the Compost Toilet Clarification Statement and drawing no. SD-2458-02F. The compost toilet shall thereafter be retained and maintained in accordance with the approved details for the lifetime of the development unless otherwise agreed in writing by the Local Planning Authority.

Conservation and heritage on this street

None of the town’s 18 conservation areas reaches Crowhurst Road as mapped.

Measured along the street’s line against the council’s boundaries. Whether a particular building is inside depends on where the boundary runs: each area’s page on the council’s site has its map. All 18 conservation areas

The council’s Article 4 direction on houses in multiple occupation covers the whole town (in force since 2 July 2012): turning a house into a shared house for three to six people needs planning permission. The council’s page ↗

Flood zones, the coast and protected nature on this street

We place an application by the street in its address, so these say where Crowhurst Road runs, not where the site’s boundary is. The application’s own documents on the council’s file show the site.

Flood zones

Part of Crowhurst Road is in Flood Zone 3 (rivers). Part of it is in Flood Zone 2 (rivers). That is the Environment Agency’s flood map for planning, which shows land that could flood from rivers or the sea, ignoring the benefits of any existing flood defences.

Locations in flood zone 3 have a high probability of flooding.

This means, in any year, land has:

Flood zone 3 developments need a flood risk assessment as part of their planning application.

Locations in flood zone 2 have a medium probability of flooding.

This means, in any year, land has:

Flood zone 2 developments need a flood risk assessment as part of their planning application.

We count the comments on the council’s file. We never copy a commenter’s name, address or words, and we don’t list who objected: that is on the file.

If you think work doesn’t match what was approved

The council’s planning enforcement team looks into building work or a use that may not have permission, or may not follow the approved plans or conditions. Its page explains how to report it and which cases it deals with first: planning enforcement on the council’s site ↗

Our planning record starts on 21 April 2026, from the council’s weekly lists of new and decided applications. We list the site, the proposal, the dates, the decision, the comment counts and a permission’s conditions. We never copy a commenter’s or an individual applicant’s details; an applicant is named only when it is an organisation we can match exactly to a council, a registered charity or a company on Companies House. Planning is decided by the council, not by us.
