No development shall take place until a scheme of soft landscaping has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include: a) the planting of no fewer than two replacement trees to mitigate the removal of T2 Silver Birch and T13 Indian Rain; b) the proposed species, locations, planting sizes and densities of all new trees, shrubs and other planting; c) written specifications, including cultivation and other operations associated with plant and grass establishment; and d) an implementation and maintenance programme. The approved landscaping scheme shall be carried out in full during the first planting season following first occupation of the development or completion of the development, whichever occurs first. Any tree or plant which, within a period of five years from planting, dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of the same species and size, unless otherwise agreed in writing by the Local Planning Authority.
- Trees and landscaping
No development shall take place until temporary protective fences to safeguard the trees and/or hedges to be retained on the site have been erected in accordance with the current BS5837:2012: Trees in relation to design, demolition and construction, standards and to the satisfaction of the Local Planning Authority, which shall be confirmed in writing following the submission of photographs of the fences insitu. All such fences shall be kept in a sound, upright and complete condition until the development has been completed and/or the Local Planning Authority confirm in writing that the works have been sufficiently completed for the fencing to be removed.
- Drainage and flooding
Prior to the commencement of development, the following information must be submitted for approval in writing by the Local Planning Authority: i) an amended drainage layout and construction details (drainage details) which must clearly show the proposed SuDS connectivity as well as the cover and invert levels of all nodes/manholes including the outfall; ii) detailed drainage calculations which shall include evidence (in the form hydraulic calculations) that surface water discharge rates are limited to 2.0 l/s for all rainfall events, including those with 1 in 100 (+45% for climate change) annual probability of occurrence. The hydraulic calculations shall take into account the connectivity of proposed drainage system. This is important to evaluate the proposed drainage system performance under a range of design storms and durations; and iii) evidence that confirms Southern Water has agreed to discharge surface and foul water into the public sewer system. The drainage system shall then be implemented in accordance with the approved details and retained and maintained for the lifetime of the development.
- Construction management
Prior to commencement of development including demolition, ground works and vegetation clearance (except that carried out with hand tools only as part of regular maintenance and tidying of the site) a Construction Environmental Management Plan (CEMP: Development) shall be submitted to, and approved in writing by, the Local Planning Authority. Thereafter the construction of the development shall then be carried out in accordance with 'BS5228: Noise Vibration and Control on Construction and Open Sites' and 'The Control of Dust And Emissions From Construction And Demolition Best Practice Guidance' unless previously agreed in writing by the Local Planning Authority. The approved Plan shall be adhered to throughout the construction period. The CEMP (Development) shall include the following: · indicative programme for carrying out the works; · measures to minimise the production of dust on the site(s); · measures to minimise the noise (including vibration) generated by the construction process to include the careful selection of plant and machinery and use of noise mitigation barrier(s); · maximum noise levels expected 1 metre from the affected facade of any residential unit adjacent to the site(s); · design and provision of site hoardings; · management of traffic visiting the site(s) including temporary parking or holding areas; · provision of off-road parking for all site operatives; · measures to prevent the transfer of mud and extraneous material onto the public highway; · measures to manage the production of waste and to maximise the re-use of materials; · measures to minimise the potential for pollution of groundwater and surface water; · measures to contain surface water run-off from the site during the construction period; · the location and design of site office(s) and storage compounds; · the location of temporary vehicle access points to the site(s) during the construction works; and · the arrangements for public consultation and liaison during the constructio…
- Biodiversity and ecology
No development shall commence (including any site clearance, ground preparation or demolition) until a Precautionary Method Statement and Mitigation Strategy for badgers has been submitted to and approved in writing by the Local Planning Authority. Where the presence of tunnels beneath the site through a non-invasive methodology has not been demonstrated, the strategy must include: · an updated pre-works survey to determine if the status of badgers on-site has changed; · the use of low-impact, non-destructive ground-breaking techniques for all initial topsoil removal; · suitable trenching and foundation preparation within 20 metres of the sett boundary; · measures to avoid entrapment and restricted use/appropriate storage of chemicals and other materials; · on-site supervision of groundworks by a qualified and experienced Ecological Clerk of Works (ECoW), and; · emergency protocols and Natural England licensing triggers should a tunnel void be intercepted. All works must be carried out strictly in accordance with the approved Precautionary Method Statement and Mitigation Strategy.
- Something else
No development involving the excavation of trenches, installation of pipes or culverts shall commence until measures to protect badgers from being trapped in open excavations and/or pipe and culverts are installed. The measures shall include: a) creation of sloping escape ramps for badgers, which may be achieved by edge profiling of trenches/excavations or by using planks placed into them at the end of each working day; and b) any open pipework with an internal diameter exceeding 150 mm shall be capped or otherwise covered at the end of each working day. The approved measures shall be maintained for the duration of the excavation works and until all trenches have been backfilled and all pipes and culverts have been installed or sealed.
- Biodiversity and ecology
No development shall take place until an ecological design strategy (EDS) addressing onsite ecological compensation and enhancement measures, to include soft landscaping of value to wildlife and details of bat boxes, swift bricks and bird boxes, has been submitted to and approved in writing by the Local Planning Authority. The approved ecological compensation and enhancement measures shall thereafter be retained and maintained in accordance with the approved EDS.
