  1. Time limit to start
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

Reason: This condition is imposed in accordance with the provisions of Section 91 of the Town and Country Planning Act 1990.

  2. Built to the approved plans
The development hereby permitted shall be carried out in accordance with the following approved plans: Site location and proposed block plan (814-S-01B) Proposed site plan (PP/003-02-C) Proposed elevations (PP/003-03-C) Proposed floor plans and roof plans (PP/003-04-C) Proposed sections (PP-003-05) Construction management plan (proposed site plan parking and storage) (PP/003.02-02-CA) Technical specification of roof lights

Reason: For the avoidance of doubt and in the interests of proper planning.

  3. Noise, plant and smells
Prior to the installation of the Air Source Heat Pump, an acoustic assessment shall be undertaken in accordance with BS 4142:2014+A1:2019. The findings of the assessment shall be set out in an acoustic report, which shall be submitted to and approved in writing by the Local Planning Authority prior to the installation of the Air Source Heat Pump. The acoustic report shall confirm that the rating level attributable to the Air Source Heat Pump will not exceed 35 dB LAeq,15min, measured at the façade of any neighbouring residential premises. Where it is demonstrated that achieving 35 dB LAeq,15min is not practicable and the local context supports a relaxation of this criterion, a higher rating level may be accepted, subject to a maximum of 40 dB LAeq,15min. Any proposed relaxation shall be fully justified within the acoustic report. The assessment and report shall have regard to the Heat Pumps Professional Advice Note 2022, published by the Chartered Institute of Environmental Health (CIEH).

Reason: To safeguard the amenity of adjoining and future residents.

  4. Construction management
The development shall be carried out in accordance with the approved Construction Management Plan (Version 2) and Construction Management Plan (PP/003.02-02-CA) throughout the entire construction period, unless any variation is first agreed in writing by the Local Planning Authority.

Reason: To protect the amenities of neighbouring occupiers, ensure highway safety, minimise environmental impacts during construction and in the interests of protecting trees on and adjacent to site.

  5. Something else
Prior to the commencement of any demolition works on site, a destructive asbestos survey of all buildings to be demolished shall be submitted to and approved in writing by the Local Planning Authority. The demolition works shall thereafter be carried out in accordance with the approved survey and any recommendations or mitigation measures contained therein.

Reason: To ensure that asbestos-containing materials are identified and appropriately managed prior to demolition, in the interests of protecting human health and the environment.

  6. Contaminated land
In the event that contamination is found at any time when carrying out the proposed development, that was not previously identified, (such as any further asbestos containing material), works should cease immediately on site. A scheme of proposed remediation measures must be submitted to and approved in writing to the Local Planning Authority for approval prior to continuation of the works within one working day of the contamination being found on site. Works shall not recommence on site until the remediation scheme has been submitted to and approved by the Local Planning Authority in writing. Once the remediation scheme is approved by the Local Planning Authority, all the measures required within the approved remediation scheme shall be carried out. Any approved remediation works, shall be carried out in full on site under a quality assurance scheme to demonstrate compliance with the proposed methodology and best practice guidance.

Reason: To protect those redeveloping the site, future occupants and neighbouring sites and occupants.

  7. Contaminated land
In the event that contamination is found to be present, upon completion of the works the developer shall provide written confirmation (verification report) that all works were completed in accordance with the agreed remediation details, this to be approved by the Local Planning Authority.

Reason: To protect those redeveloping the site, future occupants and neighbouring sites and occupants.

  8. Noise, plant and smells
Details including acoustic specifications, of all fixed plant, machinery and equipment associated with air moving equipment (including Heat pumps, fans, ducting and external openings), compressors generators or plant or equipment of a like kind, installed within the site, which has the potential to cause noise disturbance to any noise sensitive receivers, shall be submitted to and approved by the Local Planning Authority before installation.

Reason: To safeguard the amenity of adjoining and future residents.

  9. Something else
All recommendations set out within the land stability assessment by Kent and Sussex Geotechnical (dated 3rd of May 2026) with respect to land stability risk mitigation shall be carried out and implemented in full and thereafter retained.

Conservation and heritage on this street

We couldn’t place St Helens Avenue’s line on the map, so we can’t say whether it reaches a conservation area. The town’s conservation areas lists each one with the council’s map.

The council’s Article 4 direction on houses in multiple occupation covers the whole town (in force since 2 July 2012): turning a house into a shared house for three to six people needs planning permission. The council’s page ↗

Flood zones, the coast and protected nature on this street

We place an application by the street in its address, so these say where St Helens Avenue runs, not where the site’s boundary is. The application’s own documents on the council’s file show the site.

Flood zones

St Helens Avenue has no line on our map, so we can’t say which flood zone it is in.

A street’s line is not an address. For a particular address, use the Environment Agency’s Check your long term flood risk ↗; for a planning site, its Flood map for planning ↗. Flood warnings in force now are on Live now.

If you think work doesn’t match what was approved

The council’s planning enforcement team looks into building work or a use that may not have permission, or may not follow the approved plans or conditions. Its page explains how to report it and which cases it deals with first: planning enforcement on the council’s site ↗

Our planning record starts on 21 April 2026, from the council’s weekly lists of new and decided applications. We list the site, the proposal, the dates, the decision, the comment counts and a permission’s conditions. We never copy a commenter’s or an individual applicant’s details; an applicant is named only when it is an organisation we can match exactly to a council, a registered charity or a company on Companies House. Planning is decided by the council, not by us.
