Questions at Full Council (4)
Memorial for Billie-Jo Jenkins. “Councillor Batsford asked whether the Council would work with the relevant contractor to waive any costs associated with providing a permanent memorial to Billie-Jo Jenkins in Alexander Park, in recognition of the impact of her murder on the town and as a way of remembering her nearly 30 years on.”
The answer, as minuted: “Councillor Walker advised that discussions were ongoing following approaches from members of the public. However, there had also been suggestions FULL COUNCIL 15 JULY 2026 that family members may not wish to see a new bench installed. The Council wanted to engage with the family and friends before determining the most appropriate form of commemoration.”
Road Maintenance. “Councillor Batsford raised serious concerns about the worsening condition of Hastings’ roads, noting that even Stagecoach bus drivers are taking sick leave due to back problems caused by the poor road surfaces. He highlighted Park Avenue and Park View in particular where there are long-term issues.”
The answer, as minuted: “Councillor Haffenden agreed to fully support Councillor Batsford’s request and said he would be happy to help bring Southern Water and East Sussex County Council officers to a stakeholder meeting. He acknowledged that road conditions are affecting everyone, with Stagecoach already having to reroute services due to unsafe roads.”
Summerfields Leisure Centre. “Councillor Batsford noted that significant time has passed since discussions on design, costings and funding of a new leisure centre and expressed concern that costings may now be out of date and that opportunities for securing national funding may have been missed.”
The answer, as minuted: “Councillor Haffenden replied that improving leisure and sports facilities remains a key priority. The cross-party forum remains in place, although expressions of interest have not yet been received. An officer is reviewing regeneration options for the wider White Rock site using available funding.”
Local Government Reorganisation. “Councillor Batsford asked, following Wealden Council’s rejection of all proposed reorganisation models, including the One East Sussex model, could the Leader of the Council name three ways Hastings would benefit if that model were adopted?”
The answer, as minuted: “Councillor Haffenden defended the One East Sussex model, highlighting six key benefits including reduced costs, clearer service responsibilities, and stronger existing partnerships. He criticised Wealden Council for withdrawing late from the model they helped develop and praised Hastings for exploring multiple options and consulting residents.”
At meetings: named as present at 8, apologies sent to 0
From the minutes on the record since Wed 10 Sep 2025. Minutes list who was present and who sent apologies; an absence without apologies isn't recorded, and committee seats change during the year, so these are not a share of the meetings a councillor was expected at.
Items whose minutes say this councillor moved or seconded a motion, asked a question or spoke. The minutes summarise; they don’t record everyone who spoke, so this is what was minuted, not everything said. What they said is in the minutes, linked from each meeting.
The borough's registers of interests are only on its own site, behind a check that stops automatic reading, so each borough councillor's page links to their register there.
