Will Hastings Borough Council be abolished, and when will we know?
From the papers of Hastings Borough Council and East Sussex County Council, built by fixed rules on
30 October 2026, 21.58. More on Reorganisation.
The short account
The proposals
On 24 September 2025 the county council's Cabinet agreed to submit to the government its business case for a single unitary council for East Sussex, a proposal called One East Sussex. 2
On 24 September 2025 the borough council's Cabinet endorsed the One East Sussex proposal but agreed to submit all three proposals, with a covering letter. 4
The three were a single East Sussex unitary council, a Federated District and Borough model, and a Coastal Unitary model. 4
Of 810 survey responses from Hastings residents, 301 favoured the district and borough model, 286 the single East Sussex unitary council and 169 the coastal model. 4
At the borough's Full Council on 24 September 2025, the Mayor reminded councillors that the report was for discussion only, with Cabinet making the final decision on the submission. 3
The government's consultations
On 16 December 2025 the county council's Cabinet agreed its responses to the government's statutory consultation on proposals for the East Sussex and Brighton & Hove area, which closed on 11 January 2026. 5
That consultation covered One East Sussex and a five-unitary proposal for the whole of Sussex put forward by Brighton and Hove City Council. 5
The borough council listed a consultation on modified proposals for reorganisation in East Sussex and Brighton and Hove, which closed at 11.59pm on Monday 15 June 2026. 6
Where it stands
A borough Cabinet paper of 7 September 2026 notes the Secretary of State's decision of 16 July 2026 to proceed with a modified two-unitary model for East Sussex and Brighton & Hove, subject to a Structural Changes Order and Parliamentary approval. 8
Under that model a new East Sussex Council would cover Eastbourne, Hastings and the remaining areas of Lewes, Rother and Wealden. 10
The report asks Cabinet to note the government's published consultation analysis, which recorded a significant negative response to the modified proposal. 10
A motion proposed for the county council's Full Council on 13 October 2026 asks it to call on the government for a clear, transparent timetable and process for reorganisation, and the minutes of that meeting are not on the record yet. 11

What happens next
On 7 September 2026 the government announced a review of local government reorganisation, and said the plans for 14 areas would be paused while it is carried out. The borough council's statement that day says East Sussex and Brighton are among them.
The government's announcement gives no timescale for the review. It says local elections in May 2027 will go ahead on existing council boundaries.
The timeline is built by fixed rules from the councils' papers dated from 1 January 2025; no language model chooses what is in it. A meeting is one step: its papers on the story, what the main report recommended, and the resolution its minutes record for that item, matched the same way as on Coming up. A step is “Decided” only when the minutes record that the item was agreed or not agreed, or the minutes' checked summary says a decision was taken. The rules:
A report to Cabinet, Full Council whose title matches: reorganis|\bLGR\b|unitary|single tier|local government review; not titled with: equality considerations. Every paper filed under the same agenda item joins it.
A consultation the councils list whose title matches reorganisation, on the closing date its own page gives.
The government's decision on East Sussex: shown when a council paper states the date (16 July 2026) in a sentence matching decided to implement|announced the Government decision|decision of 16 July 2026 to proceed, quoted.
The government paused it for a review: shown when a council paper states the date (7 September 2026) in a sentence matching \bpaus(e|ed|ing)\b|review of local government reorganisation, quoted. Failing that, the public body's own published statement is quoted, with the day we read it.
The rules live in config/stories.yaml. If we have got something wrong, it is corrected in place and logged on the about page.
