Parking charges
Who sets them. Hastings Borough Council runs the
off-street car parks and sets their charges; a few seafront car parks
belong to the Foreshore Trust, which the borough council runs as trustee.
East Sussex County Council runs on-street parking: pay-and-display bays,
permits and residents' parking zones.

On-street parking: the county's account
East Sussex County Council runs on-street parking and its enforcement in Hastings, so the parking account is the county's, in its Annual Parking Report 2025/26 (read 12 October 2026). The borough runs its own car parks and doesn't publish a parking account.
The report's Hastings figures: 19,357 penalty charge notices for parking in Hastings over the year; in Hastings' permit zones, 1,132 permit only spaces, 1,771 shared use spaces, 212 paid parking, 95 disabled bays, 19 loading bays (the report says these are approximate, at 5.5 metres a car); 95 on-street disabled bays in the borough.
