Licensing & trading

Premises licences, street trading, taxis and gambling policy — the rules a business trades under. The borough council decides most of these.

The cumulative impact area

Hastings Borough Council's licensing policy has a cumulative impact area in three parts. The policy says the number of licensed premises there is already harming the licensing objectives, so an applicant for a new or varied licence for a pub, bar, club, off licence or late-night takeaway there must show it won't add to the problems. The Licensing Committee reviewed it on 10 November 2025, after a consultation, and the report recommended keeping the areas as they were.

1: Hastings Town Centre
